Scott M. Breza, MRES, President & CEO

Mr. Breza is well known for his expertise in all phases of business and real estate transactions, including title and finance. He routinely handles commercial transactions, commercial workout, land use and zoning, finance, construction contracts, construction litigation, corporate transfers and mergers, governmental taking issues, and commercial lease negotiation and drafting. He serves as counsel to businesses of various sizes, commercial and residential developers, investors, builders, as well as several regional and local banks. Mr. Breza has handled litigation matters in many jurisdictions throughout the State of Maryland, the District of Columbia and in the federal courts.

Mr. Breza is appointed as a title agent for First American Title Insurance Company as well as Fidelity National Insurance Company (through Chicago Title Insurance Company). He is licensed to practice law in the State of Maryland and the District of Columbia, and is a licensed title agent in the State of Maryland, the State of Virginia, the State of Florida, and the District of Columbia.

Rachael Breza, Chief Compliance Officer

Mrs. Breza’s practice areas include real estate transactions, land use and zoning, and development representation. Mrs. Breza handles development matters throughout the State of Maryland. She is well respected for her knowledge in all aspects of municipal codes as they relate to real estate matters. As part of her practice, Mrs. Breza routinely negotiates and prepares lender documents, property transfer agreements and quiet title actions. Mrs. Breza is licensed to practice law in the State of Maryland.

Mrs. Breza has overseen large scale development projects, addressing local, state and national permitting issues, as well as negotiating all aspects of the development approval process from zoning density allocation issues to effluent discharge permits for golf course irrigation projects. She has negotiated with national development groups and home builders. She has also worked with municipal entities, rewriting their zoning codes.

Andrew M. Winick, Senior Legal and Underwriting Counsel

Mr. Winick, an experienced litigator and underwriting attorney, has been licensed since 1996 to practice law by the State of New Jersey and, thereafter, by the States of New York and Maryland in 1997 and the District of Columbia in 2000.

Throughout his career, Mr. Winick has worked in mid-size and small law firms, concentrating his practice on general litigation, commercial and corporate transactions. As a natural progression of his clientele’s needs, Mr. Winick established a small and successful settlement company in 2003, handling residential and commercial transactions throughout Maryland, Washington D.C. and the Commonwealth of Virginia. During the next ten-years, Mr. Winick began focusing his work on all phases of real estate transactions, including title and finance. Routinely handling commercial transactions, commercial workout, construction contracts, construction litigation, and commercial lease negotiation and drafting. He currently serves as counsel to commercial and residential investors, as well as several regional and local banks. Having joined Breza & Associates, and Community Settlement Group in 2014, Mr. Winick currently is appointed as a title agent for Fidelity National Insurance Company (through Chicago Title Insurance Company) and First American Title Insurance Company, for Maryland and the Commonwealth of Virginia.

Angela Nasuta, Legal and Underwriting Counsel

Ms. Nasuta, an experienced real estate and underwriting attorney, has been licensed by the State of Maryland since 2013 and by the District of Columbia since 2015. She began her career in real estate during college in paraprofessional roles with a mid-sized real estate firm, where she later joined as an associate attorney upon finishing law school and the bar exam. Ms. Nasuta has served as counsel to national and local financial institutions, including as substituted trustee, and is a licensed title insurance producer having overseen countless real estate closings. She has also been court-recognized as an expert with respect to matters regarding title as well as the practice and procedures controlling real estate closings. After nearly 20 years at her prior firm, Ms. Nasuta joined Breza & Associates and Community Settlement Group in October 2021. She continues to focus her practice in real estate, representing both commercial institutions and private investors, as well as handling real estate closings and title underwriting. Ms. Nasuta currently is appointed as a title agent for Fidelity National Insurance Company (through Chicago Title Insurance Company) and First American Title Insurance Company.
